(Russian) Editor's Note: The manufacture of steel by blowing with oxygen in a converter[L.D.furnace] is an advanced method which assumes increasing industrial importance. The product is not inferior to an equivalent O.H. steel in any respect but shows an improved ductility. The conclusions of Mitrofanov's paper are based on a large number of heats and are therefore well-documented.

More detailed data on the properties of the new steels can be found in the references cited although there was not sufficient work done on this subject, especially on killed (including alloy) steels.
