Summary

Over the past five years, a genral decrease in both commitment to and financial support for equal educational opportunity in higher education has made the prospect of a good college education even more bleak for minority students. The problem for educators will increasingly be how, with limited resources, to increase the number of high school students who attend college, to promote a fair and equitable distribution of these students on various campuses and in different programs, and to ensure the likelihood of their graduation.
