Abstract

This report is part of a Department of Energy assessment of the government's policy toward industrial involvement in the nation's fusion program. It was informally commissioned by the Offices of Energy Research and Magnetic Fusion Energy to seek and to evaluate the opinion of experts on the subject and to provide exposure to issues that might otherwise be obscured by the natural tendency of institutions to protect themselves and their clients. Because it was not formally chartered, it was not obliged to seek consensus. All views and opinions are solely those of its author.
