  33. Ibid. p. 601. The now deceased director of the Central Institute for Nuclear Research in the GDR, Heinz Barwich, was of a different opinion: “Like all East European countries, the GDR has gotten into a dangerous situation, into acirculus vitiosus. In order to keep pace with the West, they must take over modern methods, ever more modern, ever more dangerous — like cybernetics with its electronic brains and data-processing machines. In order to make such machines work they have to be fed with data, i.e., information. However, when a Russian hears the wordinformation, he gets the creeps. For the sake of technology however he must adopt cybernetics which is politically so distasteful to him. It is used only in narrow technical areas such as Sputnik and automation. But there is simply no stopping it. The next step is military research with computers and the next unavoidable step will be its use in predicting the needs of society. In theCommunist Manifesto it says that capitalism has created the instruments of its own destruction by creating the proletariat. I believe that the Communist state forms the weapon for the destruction of its ruling class by pursuing science and by making cybernetics possible.”Die Zeit (Hamburg) Nov. 5, 1965, p. 32.
