Abstract
A mechanism of structural dielectric relaxation is proposed, and on this basis the kinetic equations taking into account tunneling of protons from the clusters are written and investigated. The solution, together with the results of dielectric measurements, is used to determine the structural parameters of low-concentration aqueous solutions.
