Irrigation development in the Sahelian Countries: The Kirene District in Senegal

Abstract

Sahelian decision-makers must discern whether wider adoption of irrigation techniques would relieve the existing food production crisis. This case study of the Kirene District illustrates, how, despite the capital intensive investment, the prevailing design fails to adequately adjust or reform existing institutions so as to provide incentives to farmers. Consequently, the full economic potential of irrigation remains untapped. Vested interests in the status quo to perpetuate the monopoly of the State further compromise the potential benefits that irrigation could provide.
