Institutional advocacy: Impact one year after legislative change

Abstract

A study done one year after the enactment of new legislation mandating advocacy for clients in state mental hospitals revealed serious difficulties with the process. There was confusion among both staff and clients about the procedures. Clients were often not aware of their rights or the role of the advocate.
