Abstract

“The Clarinda Plan,” introduced in 1959, involved the redistribution of patients to wards designated for particular clusters of counties, and the assignment of permanent staff teams to each group of wards. The ultimate goal was to facilitate the successful post-hospital adjustment of the patient. This paper reviews the Plan's implementation and evaluates its effectiveness.
