Abstract

A longitudinal study of 71 community mental health centers in fifteen states empirically classified four groups of states by similarities in policy and funding. Changes in performance of centers across these four state groups were compared and differences in management strategies employed by these centers were examined. Results indicated that state policy and funding influence center performance, and that certain management strategies were effective in adapting to specific state environments.
