Abstract
Consultation and education (C and E) is often seen as a program to be “absorbed” rather than a program to be “managed.” This paper suggests a framework for conceputalizing consultation and education activity within the context of sound management principles. Emphasis is given to the relationship of the C and E function and the community mental health center as a whole. This is followed by a review of basic management functions and how they apply to C and E programming. Special issues, such as record keeping, staffing, staff development, marketing, budgeting, and finance are discussed with the assumption that C and E can be an essentially self-supporting concept.
