Summary

  1. 1.

    Equations are derived for the influence of fluctuations on dielectric constant and loss in individual liquids and solutions in the region of dispersion of electromagnetic waves.

  2. 2.

    Equations are derived for the relationship between mean local and macroscopic or effective values of ε′ and ε″.

  3. 3.

    Measurements of ε′ and ε′ in acetone-benzene solutions at λ=3.21 cm and 8.15 mm, performed over wide ranges of concentration and temperature, are in quantitative agreement with theory.
