Both officials spoke of a halving of Czechoslovak net indebtedness in the course of 1982–83. This figure, however is not supported by the mirror estimates that the outside observer is forced to rely upon, as Czechoslovakia itself does not publish balance of payments figures. Recent estimates of the respected Vienna Institute for Comparative Economic Studies put Czechoslovak net indebtedness at 3.5 billion US $ in 1981 and 3.0 for 1983 (cf.Neue Zürcher Zeitung, 28 March 1984). The estimate of the March 1984 issue ofInternational Currency Review (p. 37) for 1983 Czechoslovak gross indebtedness is 3.7 billion, which seems roughly congruent with the former net figure. The preliminary estimate of the Swiss Federation of Bankers put the 1981 Czechoslovak gross indebtedness figure at 4.4 bn US $, while the 1983 figure was 3.7 bn. (cf.Neue Zürcher Zeitung), 3 Sept 1983. No explanation is offered for the different figures; however, the above-said clearly illustrates the high priority Czechoslovak leaders ascribe to improving the balance of payments in convertible currencies.
