A brief historical summary recalls that the organisation of the psychiatric services in the 13th Arrondissement of Paris originated in a meeting of psychoanalysts and hospital psychiatrists. Today all the senior doctors in the service are psychoanalysts and have institutional responsibilities.- This organisation undertakes all the public mental health functions for a population of 175,000, including adults and children. The work is carried out by special medicosocial teams distributed throughout the population cared for. Each district of about 30,000 inhabitants is served by two teams, one for children, the other for adults. - The teams are based on the Mental Health Centre (Outpatient clinics) but look after the patients under their care wherever treatment is necessary, whether in a community agency or in hospital. -Emphasis is placed on the principle of individuality and of continuity of care. The organisation of the work described follows directly from this principle.

Un court historique rappelle que l'organisation de psychiatrie dans la communauté du 13∘ arrondissement de Paris, est née de la rencontre de psychiatres institutionnels et de psychanalystes. Aujourd'hui tous les médecins principaux du Centre sont psychanalystes et responsables institutionnels. — Le même organisme privé mais faisant fonction de public assure toutes les tâches de santé mentale pour une population de 175.000 habitants, tant pour les enfants que pour les adultes. Cet organisme est centré sur le fonctionnement d'équipes médicosociales spécialement insérées dans la population prise en charge. Chaque territoire de 30.000 habitants environ, est desservi par deux équipes, l'une pour les enfants, l'autre pour les adultes. - Ces équipes basées au Centre de Santé Mentale (Centre de consultations et de traitements ambulatoires) sont mobiles et suivent les malades pris en charge par elles dans toutes les institutions extra-hospitalières et à l'hôpital.- L'accent est mis sur le principe absolu d'individualisation et de continuité des soins. L'organisation du travail décrit découle directement de ce principe.

Ein kurzer historischer Abriß erinnert daran, daß die Organisation psychiatrischer Dienste im 13. Arrondissement von Paris aus einem Zusammenwirken von Krankenhauspsychiatern und Psychoanalytikern hervorging. Zur Zeit sind alle leitenden Ärzte dieses Dienstes Psychoanalytiker und zugleich verantwortliche Leiter der einzelnen Institutionen.- Diese Einrichtung erfüllt alle öffentlichen Aufgaben, welche sich im Blick auf die seelische Gesundheit einer Population von 175 000 Einwohnern (Kinder sowie Erwachsene) ergeben. Die Arbeit wird von spezifischen medizinisch-sozialen Teams getragen, die in die zu versorgende Bevölkerung eingestreut sind. Jeder Unterbezirk (30 000 Einwohner) wird von zwei Teams versorgt, deren Arbeit einerseits auf Kinder, andererseits auf Erwachsene ausgerichtet ist. - Die Zentrale dieser Teams ist das Zentrum für seelische Gesundheit (konsultatives und poliklinisches Zentrum); die jeweilige Gruppe des therapeutischen Personals ist mobil und folgt den versorgten Kranken durch alle Behandlungsstadien im Krankenhaus und extramural. - Die Arbeit folgt den Prinzipien der strengen Individualisierung und der Kontinuität der Betreuung durch dieselbe therapeutische Person.
