Abstract
We consider the possibility of electromagnetic wave generation in a plasma with ωPe>ωBe by “tail” electrons which scatter on anomalous Doppler resonance of potential waves with ω2≦ωBe. These oscillations, organized into periodic waves, resonantly excite potential waves of harmonic frequencies ω1=s·ω2≧ωPe, s=2, 3, .., easily transformable to electromagnetic radiation. A coherent mechanism for solar radio flares is developed.
