Abstract
A rule based expert system, utilizing a decision tree of heuristic rules can be helpful in economic policy evaluations. With additional graphic interfaces and simulation, the tool can be used to bring the expertise of expert economists to non-expert, high-level decision makers in evaluating policy alternatives facing developing country governments.
