Zusammenfassung
Im vorliegenden Beitrag wird versucht, die Frage zu beantworten, ob die Verbraucherbeiräte (Consumer Councils) in den verstaatlichten Industrien in Großbritannien eine wirksame Verbrauchervertretung gegenüber öffentlichen Anbietern gewährleisten. Nach Darstellung der besonderen Unterlegenheit der Verbraucher beim Angebot öffentlicher Güter und Dienstelistungen erfolgt eine Beschreibung der historischen Entwicklung, der Struktur und der Wirkungsweise der wichtigsten Councils. Als Ergebnis eingehender Kritik wird konstatiert, daß die Consumer Councils derzeit nicht in der Lage sind, eine hinreichende Interessenvertretung der Verbraucher vorzunehmen. Trotzdem erscheint es notwendig, die Etablierung von Consumer Councils in modifizierter Form in vergleichbaren westeuropäischen Industrienationen zu diskutieren.
Abstract
The British institutions set up to represent the consumer of public goods and services are arousing more and more interest in the Federal Republic of West Germany. This paper tries to evaluate the effectiveness of the consumer representation provided by the consumer councils of Britain's nationalised industries.
A description of the special disadvantages consumers of public goods and services are facing is followed by an outline of the British scheme for consumer representation in the nationalised industries. The paper deals with the historical background of the relevant councils, their structure, and their importance for consumers.
It is the considered opinion of the author that at present, the councils are not in a position to represent the consumers in a sufficiently powerful way. Despite this conclusion it is important to discuss the possibility of installing consumer councils — albeit in a modified form — in the government-owned industries of other West European nations as well.
