Community program assessment: A functional approach

Abstract

This paper illustrates a particular form of program assessment based on functional analysis. The method is specifically suited to aggregating subjective opinions and beliefs from key audiences having divergent judgements and interests in the program. Certain principles and procedures of program assessment are first described and then applied to a small police department.
