In-vehicle fatalities, seat belts, and compulsory seat belt legislation: The Manitoba experience

Abstract

Using medical data from the Medical Officer of Health (MOH) the paper presents an exploratory mutivariate statistical analysis of in-vehicle mortality in Manitoba, 1983–85. It is found that total mortality had increased in excess of 31% following the introduction of compulsory seat-belt legislation in April, 1984. It is also found that in-vehicle mortality is related to average age of drivers/occupants, sex of victims, blood alcohol level, and in some cases seat-belt use. Since the data represents a chronological series it is not possible to disentangle the physical effect of seat-belts and the compulsory seat-belt legislation.

Résumé

Cet article preśente une analyse statistique multivariable exploratoire de la mortalité des occupants d'un vehicule au Manitoba, 1983–85. Les données sont fournies par le bureau du Coroner du Manitoba. Les resultats indiquent que le nombre total de morts a augmenté de plus de 31% depuis la mise en vigeur de port obligatoire de la ceinture de sécurité en Avril, 1984. Egalement, nous avons trouvé que la mortalité est lie a 1'age des conducteurs/occupants, au sexe des victimes, au niveau de 1'alcohol dans le sang, et dans quelques cas au port de la ceinture. Puisque les données represent des séries chronologiques, il n'est pas possible de dégager les effets physiques de la ceinture de sécurité et le port obligatoire.
