Note: Readers will be familiar with the major study of British higher education carried out by a committee which met under the chairmanship of Lord Robbins between 1961–63. Higher Education (London: H.M.S.O., 1963), the report of the committee on higher education, together with the several volumes of statistical appendices, became a major policy document and a principal source of data. The report below (reprinted by permission) is taken from an article published in The Financial Times of London (August 21, 1971) and gives the considered view of Lord Robbins on the explosion in higher education in Great Britain which was reinforced by the publication in 1963 of the report which bears his name. - Editor
