In Coalitions Across Borders, Bandy and Smith provide dramatic context for conceptualizing the role of transnational civil society, offering it as a countervailing force to the current neoliberal order. While neoliberalism represents “globalization from above,” characterized by elite-driven free-market policies and structures, transnational civil society represents an alternative and opposing “globalization from below,” a more democratic and just approach to the organization of global economic life. It is out of the interplay of these two forces of globalization that systems of global governance emerge.
