What underlies the shift to a modality of partnership in educational development cooperation?

Abstract

This paper situates the philosophy and politics of partnership in educational development cooperation in the context of wider epistemological and axiological shifts in contemporary social theory. Partnerships in development cooperation are also considered in the light of the alleged failure of international development assistance, a claim that has received much attention with the publication of, among others, William Easterly’s The White Man’s Burden: Why the West’s efforts to aid the rest have done so much ill and so little good (2006) and of Dambisa Moyo’s Dead Aid: Why aid is not working and how there is another way for Africa (2008). Partnership as a development strategy offers one response to these claims, but if shared development objectives and policies, shared ownership, shared decisions about where aid is targeted, shared rights, shared responsibilities, and shared implementation strategies still leave the education development community facing challenges as big as ever, it might be time, the paper concludes, to consider whether the concept of partnership has not been expanded too far as a modality in development cooperation.

D’où vient la tendance à exiger le partenariat dans la coopération au développement éducatif ? – Cet article situe la philosophie et la politique du partenariat au sein de la coopération au développement éducatif, dans le contexte des bouleversements plus généraux épistémologiques et axiologiques dans la théorie sociale contemporaine. L’auteur aborde également les partenariats dans la coopération au développement à la lumière de l’échec présumé de l’aide internationale au développement, une incrimination qui a retenu amplement l’attention à travers la publication, entre autres, de Le fardeau de l’homme blanc : pourquoi les efforts de l’Occident ont fait tant de mal et si peu de bien (The White Man’s Burden: Why the West’s efforts to aid the rest have done so much ill and so little good, 2006) de William Easterly, ainsi que de L’aide fatale : les ravages d’une aide inutile et de nouvelles solutions pour l’Afrique (Dead Aid: Why aid is not working and how there is another way for Africa, 2008) de Dambisa Moyo. En tant que stratégie de développement, le partenariat propose une réponse à ces accusations. Néanmoins, si le partage des politiques et des objectifs de développement, de l’appropriation, des décisions quant à la cible de l’aide, des droits, des responsabilités et des stratégies de mise en oeuvre laisse, aujourd’hui comme hier, la communauté du développement éducatif face à des défis tout aussi importants, il est peut-être temps, conclut l’auteur, de se demander si le concept de partenariat n’a pas été trop dilaté pour devenir une exigence de la coopération au développement.

Zusammenfassung

Was verbirgt sich hinter dem Wandel zur partnerschaftlichen Zusammenarbeit in der Entwicklungspädagogik? – Dieser Artikel verortet Philosophie und Politik der partnerschaftlichen Zusammenarbeit in der Entwicklungspädagogik im Kontext größerer erkenntnistheoretischer und axiologischer Neuerungen in der zeitgenössischen Gesellschaftstheorie. Partnerschaften in der Entwicklungszusammenarbeit werden auch im Licht des angeblichen Versagens der internationalen Entwicklungshilfe betrachtet, ein Postulat, dem unter anderem durch die Veröffentlichung von The White Man’s Burden: Why the West’s efforts to aid the rest have done so much ill and so little good (2006) [deutsch: Wir retten die Welt zu Tode: Für ein professionelleres Management im Kampf gegen die Armut, Frankfurt/M. 2006] von William Easterly und Dead Aid: Why aid is not working and how there is another way for Africa (2008) [deutsch: Dead aid: Warum Entwicklungshilfe nicht funktioniert und was Afrika besser machen kann, Berlin 2011] von Dambisa Moyo große Aufmerksamkeit zuteil wurde. Partnerschaft als Entwicklungsstrategie ist eine mögliche Antwort auf diese Behauptungen, aber wenn die Herausforderungen für alle Beteiligten trotz gemeinsamer Entwicklungsziele und -politiken, gemeinsamer Trägerschaft, gemeinsamer Entscheidungen über die Zielrichtung der Hilfe, gemeinsamer Rechte, gemeinsamer Pflichten und gemeinsamer Umsetzungsstrategien heute so groß sind wie eh und je, dann ist es vielleicht an der Zeit, so lautet die Schlussfolgerung im Artikel, sich zu fragen, ob man das Konzept der Partnerschaft in der Entwicklungszusammenarbeit nicht zu weit getrieben hat.

¿Qué subyace al cambio hacia una modalidad de partenariado en la cooperación para el desarrollo de la educación? – Con este trabajo, el autor sitúa la filosofía y las políticas de partenariado en la cooperación para el desarrollo de la educación en un contexto de cambios epistemológicos y axiológicos más amplios en la teoría social contemporánea. Los partenariados en la cooperación para el desarrollo también son considerados a la luz del supuesto fracaso de la ayuda internacional al desarrollo, una afirmación que ha recibido mucha atención con publicaciones como la de William Easterly: The White Man’s Burden: Why the West’s efforts to aid the rest have done so much ill and so little good (2006) o de Dambisa Moyo: Dead Aid: Why aid is not working and how there is another way for Africa (2008). El partenariado como estrategia de desarrollo ofrece una respuesta a esas reivindicaciones; sin embargo, según concluye el autor: si los objetivos y las políticas de desarrollo compartidas, las titularidades compartidas, las decisiones compartidas sobre las metas que debe perseguir la ayuda, los derechos compartidos, las responsabilidades compartidas y las estrategias de implementación compartidas siguen dejando a la comunidad dedicada al desarrollo de la educación frente a retos tan grandes como siempre, podría haber llegado el momento de considerar si el concepto de partenariado no se ha expandido demasiado como modalidad en la cooperación para el desarrollo.
