Walter Williams is assistant chief of the research and plans division of the Office of Research, Plans, Programs, and Evaluation which plans programs for the Office of Economic Opportunity. He has written on monetary theory, consumer and other social behavior, and income maintenance. His research at OEO has been primarily concerned with income maintenance and manpower, particularly in the urban ghetto. The views in this article are those of the author and not of the OEO.
