Silence is not golden: U.S. government efforts to establish national information security strategies

Abstract

A new threat to national security has been found: electronic information warfare (EIW). It is the hottest (and most overhyped) issue inside the Beltway and encompasses everything from encryption to technology transfer, including both legitimate battlefield applications and ominous “defense measures” to protect the U.S. economy and culture.
