      The draft of Professors Wapnewski's and Kielmannsegg's proposal was never released officially by the Wissenschaftsrat. A copy of the proposal was “leaked” to theStuttgarter Zeitung which published it on 11 June, 1980. My translation of the leaked document is based on the text as printed in that newspaper.

      This early version of the report to the Wissenschaftsrat uses the termHochschule, which I have translated here as “universities” because that is the sense in which it seems to have been used at this early stage. It also uses the termUniversität interchangeably withHochschule. I have followed a different practice in the translation of the final document. This is explained on p. 488, fn. 2. I believe that I have been faithful to the intention of the Wissenschaftsrat in both cases. The difference in the overtones of the same word in the early and final versions seems to be of possible significance for our understanding of the situation of the universities in the Federal Republic of Germany.       In translating the final version of this report of the Wissenschaftsrat, I have translatedHochschule as “higher educational institution” or as “institution of higher education” instead of translating it as “university” as is frequently done and as I have done in my translation of the early version of the report (I,supra, p. 481). I have done so because I had the distinct impression, after some reflection on the matter, that in the initial draft, the authors were thinking of the universities when they used the wordHochschule, but in the final report, the same term is used to refer to all institutions beyond the secondary school. This is especially so in the above sentence to which this footnote is attached. Why this has been done by the Wissenschaftsrat can only be a matter of surmise. It seems reasonably clear to me that the Wissenschaftsrat in this document does not wish to distinguish the universities from other higher educational institutions and it does not wish to entrust the task of promoting the development of talented young persons only to the universities. It would, it appears, be discriminatory towards the other non-university institutions and towards their students to allow it to seem that highly talented young persons are to be found only among university students and that only the universities are capable of promoting their development. This interpretation is very hesitantly offered. I am reluctant to say anything which would appear to impute questionable motives to the Wissenschaftsrat. (Editor)
