Origins of Japanese Aid Policy—Post-war Reconstruction, Reparations, and World Bank Projects

Abstract

Japanese aid policy was set out in the Japan Official Development Assistance Charter of 1992 (hereafter “ODA Charter”) and revised in 2003 (Japan. MOFA 1992, 2003). It includes some factors, such as the prioritization of support for the self-help efforts of developing countries, the focus on the Asian region, and preeminence of infrastructure development, that have persisted from the original objectives of ODA in 1950s to the present ODA Charter. However, it also includes some factors that did not exist during the 1950s when Japan started providing ODA. These include concepts such as “human security,” “global issues,” and the pursuit of “environmental conservation and development in tandem.”
