Abstract

The decision when to design, what to design, and how to use a particular technology is routinely left up to the engineers who work with the science upon which the technologies are based. There is a wide array of additional specialties including non-govemmental organizations, international organizations, non-state actors, and those who are impacted by their use whose concerns need to be considered. For the military, decisions regarding design and use of these technologies is of particular and immediate concern. Governance of military technologies must reflect the legal and ethical concerns of the people the military is sworn to protect; yet it must also recognize the existential need for soldiers to accomplish a myriad of violent and dangerous tasks while at the same time looking out for the welfare of the soldier.
