Abstract

A ‘draft resolution concerning some problems about accelerating the further development of agriculture’ was adopted by the Third Plenum of the 11th Central Committee of the Chinese Communist Party in December 1978. It marked the beginning of the reforms in Chinese recent rural economic policy. A brief description of these changes will be given in this chapter, so that the context of the author’s case study can be better understood.
