Public Procurement Reform and Governance in Africa

Abstract

Investigate the relationship between budget allocation and project implementation in Nigeria. They grapple with the problem of suspended, partially completed, or abandoned infrastructure projects at the local government level. The authors argue that budget allocation mechanisms play a greater role than corruption in explaining why infrastructure projects do not always come to fruition in Nigeria especially in the transportation, housing, water, and rural/urban electrification projects.
