Abstract
This chapter critically examines the features of the COVAX and makes three recommendations for ensuring fair and equitable allocation of vaccines. First, instead of relying on voluntary donations to cover the cost of distributing vaccines to low-income countries, it would be necessary to impose some kind of contribution obligation on developed countries. Second, bilateral agreements between individual states and pharmaceutical companies, which are hotbeds of vaccine nationalism, should be legally prohibited. Finally, it is of critical import to enhance the fairness and equity of vaccine allocation by successfully combining the participation of the widest possible range of persons in the decision-making process with the participation of those who have actually been seriously affected in the ex-post review and remedial procedures.
