Abstract
The unprecedented turn of events in the wake of the COVID-19 pandemic in 2020 has clearly demonstrated how poorly international and national mechanisms of governance and control, healthcare systems and economies were equipped to deal with pandemics. Warnings about it have repeatedly been voiced since the early days of the twenty-first century.
