Exploring people’s Perception of Disaster Risk Reduction Investment for Flood Management: The Case of Jakarta Floods in Indonesia

Abstract

This chapter examines how people perceive DRR investment for flood management in Jakarta, the capital of Indonesia and an Indonesian megacity. Rather than treating an individual’s risk perception as a stand-alone concern, we assume that a person cannot be separated from their community and that their sense of community makes them aware of the risks involved while living in a disaster-prone area. We collected data through an online survey from March 2021 with 370 respondents residing in the Greater Jakarta area. The respondents were classified into four, gender-balanced age groups (20 s, 30 s, 40 s, and 50-and-over). Then, we first examine the correlation between the sense of community and the sense of resilience. Second, we verify whether the sense of resilience influences people’s perceived need for flood investments. Multiple regression analysis identified that the sense of resilience affects investment need. Furthermore, two factors comprising the sense of resilience, place attachment and collective efficacy, influence investment need. The sense of community was weakly correlated with the sense of resilience. This implies that the sense of resilience may play a mediating role in the relationship between the sense of community and investment need.
