From Passive Response to Active Transformation—Government Reengineering in the Field of Disaster Prevention and Emergency Management in China

Abstract

In early 2020, a rare outbreak of COVID - 19 swept the world, which is an important test for the ability of countries to respond to emergencies. China relies on the government’s efficient implementation of the rapid mobilization, rapid response, a short time to contain the spread of the epidemic. In this special period, it is of special significance to study the reform of disaster prevention and emergency management system in China. Through the analysis of social grid, this paper draws up the cooperative relationship diagram of various government departments in the field of disaster prevention and emergency management, and shows the change process of the Chinese government in the system reform of disaster prevention and emergency management, and analyzes the influencing factors behind and the evolution path. Operational ‘government reengineering theory’ discusses how the government will create an efficient emergency rescue system.
