Abstract
The stability of soil and water resources has been a priority of both private and public interests for more than a hundred years. Congress has enacted some 21 pieces of legislation to facilitate soil and water conservation since the Dust Bowl disaster of the late 1930s. Most of the bills have been enacted via Farm Bill Conservation Titles, each of which has authorized a variety of federal programs designed to manage and enhance soil and water resources. The U.S. Congress has appropriated approximately $110 billion for 32 conservation programs since 1935.
