Abstract

In China, the policy system for the Industrial Internet is gradually taking shape. The CPC Central Committee and the State Council attach great importance to the development of the industrial internet. In November 2017, the State Council printed and released the Guiding Opinions on Deepening the “Internet plus Advanced Manufacturing Industry” and Developing the Industrial Internet (hereinafter referred to as the Guiding Opinions), a programmatic document guiding the development of the Industrial Internet in China. The Guiding Opinions puts forward “three-step” goals by 2025, 2035 and the mid-twenty-first century and proposes to establish three systems—network, platform and security systems, advance two applications, i.e., integrated innovation by large enterprises and application and popularization among SMEs, and build three pillars—industrial, ecological and international—and seven tasks. Since 2018, in order to further ensure that all work is carried out effectively, turn the strategy into plans and plans into actions, Ministry of Industry and Information Technology (MIIT) and other 22 ministries and commissions jointly developed the Action Plan for the Development of the Industrial Internet (2018–2020) in June 2018, to ensure the completion of the targets and tasks in the first stage, i.e., 2018–2020, set forth in the Guiding Opinions. Recently, guidance documents such as the Implementation Plan for the Cultivation of Industrial Internet APPs (2018–2020), the Guidelines for the Construction and Promotion of Industrial Internet Platforms, the Evaluation Methods of Industrial Internet Platforms and the Guiding Opinions on Strengthening Industrial Internet Security have been or will be introduced in succession, and specific measures have been gradually detailed, indicating that China has basically established the policy system of “top-level programme + action plan + implementation guides” for the Industrial Internet [24–26].
