Abstract

Many international comparative analyses on the state of higher education, research, and other advanced knowledge focus on economically-advanced countries (that is, countries where enhancement of knowledge, economic growth, societal modernization and cultural enhancement are not recent phenomena). Other countries are viewed as “catching up” more or less rapidly.
