Abstract
In Turkey, incidents related to bioethics are mostly treated under the title of “medical ethics” or “biomedical ethics.” Physicians’ professional duties and responsibilities have been considered a major part of medical education in the country for decades. Since the 1980s, the concept of “medical deontology” has gradually changed. Today, it is completely replaced with the term “medical ethics.” Since its emergence, not only has medical ethics always been considered a mandatory course in the medical curriculum in Turkey, at the same time it was also recognized as a specialty field for physicians until recently, and for the time being, it is defined as a doctorate program and as well as an associate professorship area. There is a long tradition of medical ethics scholars in Turkey, who give undergraduate and master’s education, conduct studies, and contribute to the literature with their publications. Besides these facts, the extensiveness of patient rights units founded in hospitals and ethics committees based on medical academic-educational infrastructure explains why medical ethics has always been more prominent and developed than bioethics in Turkey. Apparently, most of the issues within the scope of medical ethics have reflected on legislative processes, and in this sense, there is a comprehensive legislation in the country. One main topic regarding medical ethics, the Health Transformation Program (HTP), which has been implemented during the last 25 years, has caused serious results regarding medicine and the healthcare environment. This issue is currently subject to hot debates whose reflections on bioethics are anticipated to be seen in the near future.
