Re-defining Children’s Participation in the Countries of the South

Abstract

The deep historical roots of the concept of citizenship turn it into a complex and polysemic term, especially if one takes into account the theoretical and operational adaptations that the term has undergone during contemporary times. The approach to citizenship becomes an even more challenging task if the point of view of children is incorporated. In general, the notion of citizenship invokes, on the one hand, the respective aspects to the legal status of the members of a community that are part of a certain institutional political order (within which rights are exercised as well as various types of civic responsibilities) and, on the other hand, within the notion of citizenship, there are also those mechanisms of identification and subjective recognition that operate among citizens when they “feel part” of that political community that provides protection and security. The incipient literature on childhood citizenship, with a clear predominance of north-western countries, could be classified within these two large fields of approach to citizenship that were mentioned above. Notwithstanding the foregoing, the social and political phenomena that occur in many Southern countries of the planet offer a reality of particular analysis, raising special meanings about citizenship. Weak institutionalization processes and democratic transitions not yet consolidated offer provisional visions of citizenship, from incomplete democratization thresholds, visualizing experiences of agencies that operate on the margins or from conflictive environments.
