Zusammenfassung
Kommentator(innen) auf beiden Seiten des Atlantiks haben die deutsch-amerikanischen Beziehungen während der Präsidentschaft Donald Trumps als historisch schlecht eingestuft. Schuld daran sei die US-Regierung gewesen, da diese sich in der Außen- und Sicherheitspolitik von dem Mantra des Multilateralismus abgewandt habe. Stattdessen wurde die Politik des 45. Präsidenten der Vereinigten Staaten von Amerika gegenüber Deutschland häufig und abwechselnd als isolationistisch, nationalistisch oder unilateral beschrieben. Gleichzeitig gilt Deutschland traditionell als einer der engsten Verbündeten der USA, was im Widerspruch stehen würde zu den Zuschreibungen der Politik Washingtons gegenüber Berlin. Es finden sich jedoch auch Analysen, die der amerikanischen Außen- und Sicherheitspolitik eine Art Pendelbewegung zwischen multi- und unilateralen Polen zugrunde legen und damit Schwankungen in den deutsch-amerikanischen Beziehungen erklären würden. Dazu gehört das Werk „American Pendulum“ von Christopher Hemmer, der die Politik der USA gegenüber Partnern und Verbündeten – insbesondere im europäischen Raum – untersucht und mit seinem Modell eine Alternative zu den Gegensätzen isolationistisch versus interventionistisch anbietet. Basierend auf diesen Überlegungen untersucht dieser Beitrag anhand von zwei ausgewählten Beispielen aus der Außen- und Sicherheitspolitik, inwiefern die Trump häufig zugeschriebenen Begriffe die US-Politik gegenüber Deutschland im Rahmen seiner Präsidentschaft akkurat beschreiben.
