Abstract

The history of state-owned enterprises and their characteristics are briefly presented. Economic efficiency is then examined using the indicators of competitiveness, state intervention, and social responsibility. The emergence of zombie enterprises shows that reforms are needed in the state sector. Currently, attempts are being made to merge or socialize state-owned enterprises. In addition, mixed ownership is being sought, debt-bond transfers are being advocated, and enterprise management reform is being implemented. However, the Chinese leadership currently seems to be promoting state-owned enterprises again more strongly because the economy can be directed and controlled through them.
