Zusammenfassung

Indien hat nach den vergleichsweise wenig revolutionären wirtschaftlichen Reformen 1990/1991 einen raschen wirtschaftlichen Aufschwung erlebt, der das Land in die Reihe der am schnellsten wachsenden Volkswirtschaften katapultierte und seine einstmals mäßige Integration in die globale Wirtschaft erheblich ausweitete. Eine ganze Anzahl weniger schnell umsetzbarer Reformen wurde allerdings nur zögerlich angepackt mit dem Ergebnis kürzlich nachlassender Entwicklungsdynamik. Dies betrifft vornehmlich die Sanierung des Staatshaushalts, den Ausbau der Infrastruktur, die Reform der Landwirtschaft und des Finanzsektors. Hauptdefizit der bislang erreichten Wachstumsbeschleunigung ist aber, dass sie nicht oder nur ungenügende Breiten- und Beschäftigungswirksamkeit entfaltete, sie also für die Masse der neu auf den Arbeitsmarkt strömenden Kräfte zu wenig und zu gering qualifizierte Arbeitsplätze schuf und die früher moderat ungleiche Einkommens- und Vermögensverteilung deutlich verschlechterte.
