Abstract
The idea of universal basic income is to pay an income to everyone, without means tests or work requirements. Several countries have launched field experiments to assess the empirical effects of this policy. In principle, this is a good idea because the basic income debate is in desperate need of empirical evidence. But none of the experiments does in fact test a universal basic income, and even though this is an open secret the label “basic income experiment” implies that they do. If experimental results are negative, giving the impression to test universal basic income without doing so may thus turn out to be self-defeating.

Manche widersprechen und behaupten, Alaska (oder neuerdings Iran) hätte bereits ein de-facto-Grundeinkommen eingeführt, indem es einen Teil der staatlichen Rohstoffeinnahmen über eine Dividende an die Bürger ausschüttet (Widerquist und Howard 2012; Karshenas und Tabatabai 2019). Allerdings kommen dabei für jede*n Bürger*in – je nach aktuellem Ölpreis – nur wenige tausend Dollar jährlich zusammen, welche kaum als Lebensgrundlage ausreichen. Man darf also bezweifeln, dass es sich hierbei unter Grundeinkommensbefürworter*innen um eine Mehrheitsmeinung handelt.

(1.) Da es mehr als nur die genannten experimentellen Studien gibt, enthält die Tabelle eine Auswahl, was als „Grundeinkommensexperiment“ einzustufen ist und was nicht. (2.) Die „verantwortliche Organisation“ bezieht sich meist auf die Geldgeber, nicht auf die Einrichtung, die das Experiment tatsächlich durchführt. (3.) Mit „Dauer“ ist der Zeitraum gemeint, in dem Menschen ein Grundeinkommen erhalten, nicht der sich daran anschließende Zeitraum der Datenauswertung. Letzterer dauert lange und ist mit weiteren Problemen behaftet, die ich hier nicht diskutieren kann (McFarland 2017; Widerquist 2018).

Worin diese Probleme im Detail bestehen kann hier nicht genauer erörtert werden.

Während ich diesen Beitrag verfasse, wurden in Finnland gerade die endgültigen Ergebnisse des Experiments veröffentlicht. Da diese sich aber nicht wesentlich von den vorläufigen Ergebnissen unterscheiden und die Medienberichterstattung – anders als 2019 – eher zurückhaltend ist (Grund: Corona), seien die gesicherten Ergebnisse genannt.

Dieser Text und der ihm vorausgehende Vortrag sind dabei natürlich keine Ausnahme. Es ist unwahrscheinlich, dass ein uninspirierter Titel wie „Experimentelle Untersuchungen einkommensunterstützender Maßnahmen: Zwischen Bedarfsprüfung und Universalismus“ ähnliche Resonanz erzeugt hätte.
