Zusammenfassung

Die südkaukasischen Staaten und die „gemeinsame Nachbarschaft“ von EU und Russland insgesamt sind Gegenstände einer brisanten Integrationskonkurrenz zwischen diesen externen Akteuren mit ihren unterschiedlichen Ordnungsansprüchen. Zwei zentrale theoretische Perspektiven der Disziplin Internationale Beziehungen, Neorealismus und Liberalismus, kommen zu stark abweichenden Schlussfolgerungen der regionalen Entwicklung und führen auch zu kontrastierenden Politikempfehlungen. Das Kapitel hinterfragt kritisch die prognostischen, normativen und präskriptiven Aussagen des neorealistischen Paradigmas, das in Wissenschaft, Publizistik und praktischer Politik breit verankert ist. Es führt dazu, ein wenig tragfähiges und in normativer Hinsicht fragwürdiges Weltbild zu reifizieren. Die empirischen Abschnitte bewerten jeweils für Georgien, Armenien und Aserbaidschan das Konfliktpotenzial außenpolitischer Orientierungen im Spannungsfeld beider Regionalmächte. Zugleich werden Beispiele einer Kompatibilisierung solcher Orientierungen angeführt, durch die sich die Integrationskonkurrenz entschärfen, wenn auch nicht völlig auflösen lässt.
