Dieser Beitrag skizziert aus vergleichender Perspektive die Grundzüge der Entwicklung des westlichen Wohlfahrtstaates von den Anfängen bis in die 1970er Jahre und beleuchtet anhand dreier Phasen die Bestimmungsfaktoren seiner Genese, Expansion und strukturellen Vielfalt.
