Vergemeinschaftung aus der Perspektive der Weltgesellschaft: Globale Sozialpolitik zwischen transnationalistischen und postnationalistischen Konzepten

Zusammenfassung

Dieser Beitrag thematisiert Ansätze globaler Sozialpolitik aus der Perspektive der Weltgesellschaftstheorie, wobei der struktur- und machttheoretische Ansatz von Peter Heintz der makrophänomenologischen, neo-institutionalistischen Theorie der weltkultureller Übertragungen von John W. Meyer gegenübergestellt wird. Anhand ausgewählter Beispiele aus der Nachkriegszeit werden Ansätze und Initiativen globaler Sozialpolitik aus dem Bereich der Entwicklungszusammenarbeit, der Reform sozialer Sicherungssysteme im globalen Süden, globaler Lobbying-Koalitionen, internationaler Organisationen und zivilgesellschaftlicher Akteure dargestellt. Im komplexen weltweiten Zusammenspiel der unterschiedlichsten Akteure lassen sich über die vergangenen Jahrzehnte im globalen Sozialpolitikfeld neben erheblichen Wandlungsprozessen (hinsichtlich Akteurstruktur, Inhalt und Form sozialpolitischer Interventionen) auch weitgehend konstant gebliebene Rahmenbedingungen erkennen. Dazu zählen das internationale Entwicklungsschichtungssystem und Phänomene der „losen Koppelung“ wie sie in den Weltgesellschaftsansätzen von Peter Heintz und John W. Meyer beschriebenen werden.

Die Terminologie „Entwicklungsländer“ für die Gesellschaften des globalen Südens beziehungsweise der „entwickelten“ oder „hoch entwickelten Länder“ im globalen Norden erscheinen im Übrigen aus der Sicht von Heintz denn auch durchaus sinnvoll und angebracht.
