Zusammenfassung
Wie in vielen anderen Bereichen des Lebens wie Altersvorsorge, Ausbildung, nachhaltiger Konsum u. v. m. werden auch in Fragen der Energieversorgung die Anforderungen des richtigen Entscheidens höher gesetzt. Vormals eine latente Infrastruktur, an der die allgemeine Bevölkerung nur als Publikum teilgenommen hat, entwickelt sich das deutsche und europäische Energiesystem in Richtung einer komplexen, dezentralen Erzeugungs- und Netzstruktur. Über kurz oder lang sollen auch große Teile der Bevölkerung eine – für sie neue – Leistungsrolle einnehmen. Die technischen Visionen sind verbreitet, innovative Lösungen werden entwickelt, Geschäftsmodelle werden ausprobiert, und Realexperimente finden statt, um die Vorstellung von ‚Smart Grids‘, ‚Smart Markets‘, ‚Smart Homes‘, ‚Smart Appliances‘ etc. zu realisieren. Für viele heißt dies, mit Entscheidungsdruck, Nichtwissen, Unsicherheit, also Risiko umzugehen. Die technischen Strukturen sind kompliziert. Leistungen können erst evaluiert werden, nachdem investiert wurde. Erfahrungen können nur langfristig gemacht werden. Auf jeden Fall ist ein ‚Sprung ins Ungewisse‘ notwendig – dazu muss Zuversicht und Vertrauen aufgebaut werden, so dass die erhofften Vorteile und Nutzen intelligenter Energietechnik auch eintreten, um die neue, aktive Rolle anzunehmen. Dieser Beitrag will die Prämissen zukünftiger sozio-technischer Realitäten exponieren und Argumente zusammentragen, die für eine neue ‚Architektur des Vertrauens‘ sprechen.
