Zusammenfassung
In diesem Artikel wird das Problem der Ermittlung eines minimalen Bedarfes an Seefahrern für ein bestimmtes Containerschiff, so dass das Schiff eine gegebene Abfolge von Häfen sicher absolviert und alle Besatzungsmitglieder einem arbeits- und ruhezeitkonformen Personaleinsatzplan unterliegen, vorgestellt. Dieses Problem ist in erster Linie für Personalplaner in Schifffahrtsunternehmen relevant und ermöglicht erstmals quantifizierbare Aussagen über den Zusammenhang zwischen dem nötigen minimalen Personalbedarf für den sicheren Schiffsbetrieb und der gesetzlichen Vorgaben zu Arbeits- und Ruhezeiten über eine gesamte Schiffsreise.
In diesem Beitrag wird dieses aus der Praxis entstandene Scheduling-Problem als gemischt-ganzzahliges lineares Optimierungsproblem modelliert, wobei die Komplexität rollierender Arbeitsstundenregeln eine hohe Anzahl an Kombinationsmöglichkeiten und damit eine eigene Herausforderung beinhaltet. In diesem Beitrag wird ein erstes Modell für dieses Problem präsentiert. Als Basis für eine belastbare Entscheidungsunterstützung kann somit der Trade-off zwischen den beiden Zielfunktionen „Minimierung der Anzahl von Seefahrern“ und „Minimierung der Anzahl von Arbeitsstundenregelverletzungen“ besser quantifiziert werden.
