Zusammenfassung
Besonders im Entwicklungsländerkontext steht die Sozialversicherung vor elementaren Herausforderungen. Sie erreicht nur einen sehr niedrigen Deckungsgrad, deckt einen Kleinteil der Risiken ab, bietet ein überschaubares Leistungspaket und weist einen problematischen Grad an Regressivität und Ineffizienz auf. Der Beitrag stellt komplementäre Lösungsalternativen dar, mit denen Entwicklungsländer kreativ auf die gegebenen Herausforderungen reagiert haben, um bisher ausgeschlossene Bevölkerungsgruppen zu erreichen, sei es durch eine Ausweitung der bestehenden Systeme oder den Aufbau von Systemen über alternative Träger oder Finanzmittel. Die Wechselwirkungen der unterschiedlichen Instrumente und ihre Zukunftsfähigkeit gilt es im Rahmen einer Sozialversicherungswissenschaft weiter auszuloten.
