Zusammenfassung

Alle modernen, großflächigen Demokratien sind in der Praxis Parteiendemokratien. Ob eine Demokratie ohne politische Parteien überhaupt vorstellbar ist und funktionieren könnte, bleibt der theoretischen Spekulation überlassen, denn empirisch gibt es dafür kein Beispiel. Wenn wir die Demokratie als eine Staatsoder Herrschaftsform betrachten, in der das Volk Regierungsmacht in periodisch stattfindenden, freien Wahlen zuweist, dann sind die maßgeblichen Träger und Adressaten dieser Zuweisung die Parteien und ihre Repräsentanten. Parteien nehmen eine Mittlerposition zwischen Staat und Gesellschaft ein.
