Zusammenfassung

In den letzten Jahren ist eine umfangreiche Literatur entstanden, die sich um eine Erklärung für die zunehmende politische Entfremdung und das schwindende Vertrauen in politische Institutionen in konsolidierten Demokratien bemüht (vgl. z. B. Norris 1999; Inglehart 2003; Dalton 2004; Dogan 2005; Newton 2006). In diesem Zusammenhang haben verschiedene Autoren eine lange Liste demokratischer „Krankheitssymptome“ (Schmitter 2010) zusammengetragen. Diese reichen von einer sinkenden Wahlbeteiligung, rückläufigen Mitgliederzahlen in Parteien und der abnehmenden Parteiidentifikation über größere Schwankungen der Wählerpräferenzen und Wahlergebnisse bis zu den daraus resultierenden Schwierigkeiten, Regierungsmehrheiten zu sichern, dem wachsenden Bedeutungsverlust des Parlaments und der zunehmenden Dezentralisierung von Regierungsgewalt.
