Zusammenfassung

Die Rahmenbedingungen für die Arbeitsmarktpolitik, erst auf Grundlage des Arbeitsförderungsgesetzes von 1969 und ab 1998 auf Grundlage des Sozialgesetzbuches II und III, veränderten sich stetig. Dies war mit einem Wandel im Verständnis und in der Stellung der Arbeitsmarktpolitik verbunden, der einerseits in den Veränderungen des theoretischen Mainstreams, der die Verlagerung von der nachfrageorientierten Wirtschafts- (makroökonomische Sicht) hin zur Angebotspolitik auf dem Arbeitsmarkt (mikroökonomische Sicht) beschreibt, begründet lag.
